Key Personnel

Paul WescottPaul A. Wescott

President, CEO and a Director of the Corporation and an original investor in HLI, joined HLI in these capacities in 1977. Prior to joining HLI, he was a founding partner of Drummond, Wescott & Woodsum, a Portland Maine law firm. He holds degrees from Colby College and New York University School of Law.


David AllenDavid Allen

Vice President - Chief Operating Officer and a Director of the Corporation, graduated from the University of Chicago and has been employed with Howell Laboratories/Shively Labs since 1982 in a variety of positions including Purchasing Agent, Production Control, Special Projects Manager and Director of Broadcast Sales.


Adam JonesAdam Jones

Director of Manufacturing - Adam joined Shively Labs in 2006. He graduated from the University of Maine in 1993 with a BS degree in Mechanical Engineering Technology and completed a MBA degree at the University of Southern Maine in 2004. Adam brings over 11 years of RF mechanical design experience to Shively, having worked for Dielectric Communications in Raymond, ME for eight years and most recently for Radio Frequency Systems in Wallingford, CT. In August of 2007 he was certified as a Professional Engineer (PE) in the state of Maine. Adam has been an active member in Subcommittee TR 14.7 (TIA/EIA-222 - Structural Standards for Steel Antenna Towers and Antenna Supporting Structures) for the last 8 years and recently initiated a new subcommittee to revise outdated EIA standards on coaxial transmission line (RS-225 and RS-259).


Joe McDonnellJoseph T. McDonnell

Vice President - Marine Products and a Director of the Corporation, joined HLI in 2001 from Bath Iron Works, where he was a Contract Specialist. He had previously been Corporate Counsel at Fiber Materials, Inc. He holds a degree in Mechanical Engineering from Drexel University and a J. D. degree from Widener University School of Law. He is admitted to the bar in Maine and is registered as a Professional Engineer in Maine and Pennsylvania.


Carl BishopCarl H. Bishop

Treasurer and CFO and a Director of the Corporation, joined HLI in 1989. He had previously been with Shape, Inc., a designer and manufacturer of electronic peripheral products. He holds a degree in Business Administration from the University of Maine.


John BlissJohn M. Bliss

Director of Marine Engineering and Quality Assurance Manager, joined HLI in 2002. He had previously been Senior Staff Engineer with PACTIV Corporation, a manufacturer of molded fiber products. He served as a Captain in the United States Marine Corps and is a veteran of the Persian Gulf War. He has a Bachelor of Science in Aerospace Engineering from the University of Arizona.


Dave DouglasDavid E. Douglas

Director of Sales, Marine Products, joined HLI in 2008. He had previously been Director of Business Development for L-3 Communications, Henschel (manufacture of specialized navigation and communication systems for military surface and subsurface platforms) and Director of Fleet Services for ARINC Engineering Services, LLC (aviation technical services company). He retired as a U.S. Navy Reserve Supply Corps Commander serving on FFG-8, NAFC, multiple MSC commands, NAVICP, MIUW, and Staff commands. He has a Bachelor of Science in Mathematics from Jacksonville University, Florida.


Linda GardnerLinda J. Gardner

Government Contracts Manager, has thirty years of experience at HLI in connection with its Government contracting.


Sam JohnsonSam Johnson

Mechanical Engineer, joined HLI in 2007. He graduated from the University of New Hampshire with a BS in Mechanical Engineering. Most recently he was a fixturing and tooling designer at Dearborn Precision in Fryeburg, Maine, a manufacturer of machined components for oil drilling, medical equipment, and aircraft turbines. He previously worked for HMC in Contoocook NH as a machine designer, designing sawmill equipment.

In previous career, a boat builder. Helped build the Elizabeth II in Manteo NC., The Spirit of Massachusetts in Charlestown Mass., and numerous smaller vessels.



Ethan McNerneyEthan McNerney

Mechanical Designer, received an AAS in Mechanical Drafting from New Hampshire Technical College at Berlin, NH. Has been with Howell for over 8 years. Ethan is also the official company photographer.


Travis BachelderTravis Bachelder

Mechanical Drafter, joined HLI in 2007. He has his Associates degree in Mechanical Engineering Technology from Central Maine Community College.


Al FriendAl Friend

Technical Writer/Editor and Safety Officer, joined HLI in 1988. Previously, he was Personnel Manager and Purchasing Agent with Southworth, Inc. in Portland. Al has a BA in German from the University of Maine at Orono and an MBA from the University of Southern Maine.
